Sorry if this is obvious but I don't really know, who are the planning committee that have recommended approval? And the council planning committee is different?

Essentially it is the chief planning officer who has recommended approval. He has studied the proposal in detail and measured it against policy i.e. Planning law and concluded that there is no legitimate reason for refusal of the application. The planning committee has the statutory duty of approving the apllication and cannot go against the officers recommendation unless there is a legitimate reason for refusal. They may ask the officers of the council to look again at minor detail if there is sufficient reason to do so but had there been any such grounds they should have been raised during the consultation stage so that the planning officers could have considered them before they reached a conclusion on the application. Unless the planning officer has made a mistake, which is highly unlikely, then the planning committee is merely a rubber stamp. This does not prevent councillors voting down a recommended scheme but exposes the council, I e the taxpayer to further unecessary cost without any realistic prospect of overturning the original recommendation. It is the sort of thing that drives taxpayers mad and gives local government a bad name.

If I understand correctly this application was made jointly by the Trust and WCFC? Someone please tell me that the Chairman and directors of the club were present today to support the application? It would be intolerable if they weren't. Secondly many congratulations and thanks to the Trust for getting the application this far that in itself is a magnificent achievement. And who IS that idiot councillor who 'can't see how a football club can be a community asset' ?!!!! 'Not minded to approve the application' ? I hope no City fans will ever be minded to vote for those who voted against this application.

The land is, as you rightly say, the elephant in the room. However without the planning this is not an issue.
With planning consent granted then the local authority might have difficulty in refusing the transfer of the land to an eligible body capable of delivering the official planning policy of said local authority. There is of course many a slip twixt cup and lip...
